Jannine Miller

Georgia Regional Transportation Authority
Jannine Miller is the Executive Director of the Georgia Regional Transportation Authority. She was first elected to the position by the GRTA Board of Directors in July, 2010 after being recommended to the board by then Georgia Governor Sonny Perdue and subsequently by Governor Nathan Deal.
At GRTA Miller leads 35 transportation and administrative professionals in implementing the Statewide Strategic Transportation Plan in the metropolitan Atlanta region. Since joining GRTA she has successfully secured $6 million of state funds to continue operations of the Xpress regional commuter coach service, which provides a transit alternative for workers in the region’s major employment centers. Under her direction, GRTA is performing a comprehensive transit constructability analysis in fulfillment of its role as the Program Manager for transit projects that may be funded by next year’s regional transportation sales tax referendum.
Before coming to GRTA, Miller was the Transportation Policy Advisor to Governor Sonny Perdue. For him, she developed transportation policy, management structures, and legislative proposals designed to optimize the capacity and performance of Georgia’s multi-modal transportation assets. Her accomplishments included coordinating a comprehensive freight and goods movement assessment, co-leading development of the state’s first transportation investment strategy known as “Investing in Tomorrow’s Transportation Today,” and successfully shepherding the Transportation Investment Act of 2010, the Administration’s regional transportation sales tax referenda legislation.
Previously Miller served as Policy and Programs Consultant for the Georgia State Road and Tollway Authority where she managed grant-supported studies included in the Federal Highway Administration’s Value Pricing Pilot Program. Additionally, Miller coordinated Georgia’s multi-agency proposal to U.S. Department of Transportation for an Urban Partnership Agreement, which led to a $110 million grant award to implement a HOT lanes demonstration project on I-85, one of metro Atlanta’s most congested interstate highways.
Miller has also worked as a Transportation Finance Specialist with Wilbur Smith Associates, where she managed traffic and revenue studies for proposed toll and managed lanes facilities and as a Senior Transportation Planner with the Atlanta Regional Commission, where she formulated financial forecasts and assisted with analyzing federal and state transportation legislation. Early in her career Miller was Senior Budget and Policy Analyst with the Georgia Governor’s Office of Planning and Budget where she recommended budgets for the state’s transportation agencies.
Ms. Miller is a member of the Transportation Research Board’s Taxation and Finance Committee. She is a graduate of Georgia State University with a Master of Public Administration. She has received recognition by Georgia Trend as a Notable Georgian, and was awarded the Perimeter Community Improvement Districts’ Golden Eagle for “Champion of Transportation”. Miller was also awarded the single pen that Governor Perdue used to sign the Transportation Investment Act of 2010.
