Methodology |
Informal
and optional stage recommended for the benefit of the
applicant. This
stage includes discussion of the development plan and
coordination of the plan with the technical analysis.
This stage occurs prior to filing any forms and
may be initiated by a phone call |

Pre-Application |
This
stage begins with the filing of the first set of forms
known as "Form 1."
The pre-application phase includes a mandatory
meeting. This
stage identifies the size, scope, and type of analysis
to be performed and the materials to be submitted.
The stage ends with a Letter of Understanding
(LOU), which identifies the work to be done.
NOTE:
This is also the stage where a determination is
made as to whether the application will proceed by
expedited review. If
expedited is granted, go directly to Stage 6. |

meeting and 5 days to get LOU out) |
| 3.
Study (Pre-Application) |
This
stage begins with the issuance of the LOU and it is
where the applicant performs the technical analysis.
The applicant can take as long as he/she needs or
desires and GRTA staff is available to answer questions.
The stage is completed when the applicant submits
the technical analysis and other materials, along with
the second form known as "Form 2."

Application |
This
is the stage where GRTA staff and the appropriate RDC
review the package to determine if it is complete.

Review |
This
stage begins when GRTA and the RDC determine that the
information is complete.
GRTA and the RDC review the information in detail
and prepare a staff recommendation.
Discussions will also occur with the applicant,
local jurisdictions, GDOT and others to develop the
recommendations.

This stage is only available for non-expedited
review. |

| 6.
Decision |
This
stage begins at the issuance of the staff
recommendation, regardless of whether the process is
expedited or non-expedited.
This is the time for the Executive Director to
review the staff recommendation and issue a decision.
It is also the time to resolve issues raised in
the recommendation. |

| 7.
Appeal |
This
stage begins at the issuance of the Notice of Decision.
The applicant, local jurisdiction, RDC or a DRI
Committee member has five days to appeal the decision to
the DRI Committee. If
an appeal is filed, it is generally heard at the next
regular DRI Committee meeting. |

Closed |
The
file is closed when all appeal clocks expire or when a
decision is rendered at the DRI Committee meeting. |
