Technical Analysis referred to earlier is an integral part of
the process and is prepared by the applicant or a traffic
engineer on behalf of the applicant. Although the
Technical Guidelines provide the method for doing the work, GRTA
intends to periodically add technical tools and information to
this section in order to answer questions and make the process
