Transit Deliverability

Background
The Transportation Investment Act of 2010, also known as H.B. 277, establishes a transportation sales tax referendum for each of the twelve regions of the State of Georgia to be held in the summer of 2012. The length of the sales tax for each region, if approved, would be ten years. A list of financially unconstrained projects is to be developed for each region by GDOT’s Director of Planning. From that list, elected officials from the region will select the projects to be placed on the financially constrained list for voter consideration at the summer 2012 ballot referendum.

GRTA’s Role
The Act assigns GRTA the role of ensuring delivery of transit projects for the Atlanta region (on time and on budget). As the list is developed by the GDOT Director of Planning and the locally elected officials, GRTA is supporting the effort by analyzing transit capital projects submitted within the Atlanta region for deliverability during the ten-year time frame of the transportation sales tax.

Purpose
The goal of the deliverability analysis is to help provide a realistic expectation of the schedule for each project and to assess potential delays (risk) in order to ensure on–time delivery of the selected projects. The information will assist decision makers in determining what they are able to promise voters for these large infrastructure projects. The evaluation began in March 2011 and should be complete by June 1, 2011.
